SMART: Solar Customer Disclosure Forms - Comments

Dear Massachusetts Solar Stakeholder, 

Pursuant to the application requirements in the SMART Statement of Qualification Application, 225 CMR 20.06, the Department of Energy Resources has drafted three customer disclosure forms which can be found here: 

  • Community Solar Customer Disclosure Form
  • Small System Customer Disclosure Form (Third-party owned)
  • Small System Customer Disclosure Form (Direct Ownership)

A Small System Customer Disclosure form is a required document for all systems sized 25kW and less. The completed form must be submitted for all small systems seeking to obtain a Block Capacity Reservation in the SMART program.  The Community Solar Customer Disclosure form is required for all large systems seeking to qualify for the Community Shared Solar Adder. Systems seeking this adder must provide a completed form for every off taker participating in the CSS project, and must provide the documents when the system is commercially operational and is seeking to fully enroll in the tariff incentive program. 

DOER will accept written public comments until 5:00pm on April 2, 2018.  Written public comments can be sent to DOER.SMART@state.ma.us.
